Autostrada Bucuresti - Ploiesti se largeste la trei benzi pe sens. În conturile lui Casuneanu, Umbrarescu si Besciu mai intra 50 milioane de euro

Pe baza unei Hotarâri de Guvern emise anul trecut de Cabinetul Tariceanu, în conturile “regilor asfaltului” Costel Casuneanu, Dorinel Umbrarescu si Dan Besciu vor intra înca 50 milioane de euro pentru constructia tronsonului Moara Vlasiei - Ploiesti al viitoarei autostrazi Bucuresti-Ploiesti.
Compania Nationala de Autostrazi si Drumuri Nationale din România (CNADNR) va schimba solutia tehnica de la doua la trei benzi pe sens pentru acest tronson, valoarea estimata pentru noile lucrari fiind de 196,85 milioane de lei, fara TVA. Contractul initial, care prevedea doua benzi pe sens, a fost atribuit în vara anului 2007 si are o valoare de 249,74 milioane de euro.
Teoretic, CNADNR va organiza la sfârsitul lunii iulie o licitatie pentru proiectarea si executarea largirii la trei benzi, de la Moara Vlasiei si pâna la Dumbrava (km 19+500-km 45+000). Practic, dupa cum au declarat pentru Gândul surse din cadrul companiei, lucrarile vor fi executate tot de asocierea dintre firmele PA&CO International, UMB Spedition si Euroconstruct Trading 98.
“Teoretic, poate participa oricine la licitatie. Practic, e greu de crezut ca va veni o alta firma care sa lucreze în paralel cu consortiul, pe organizarea de santier a acestuia. Nu este posibil ca o firma sa construiasca prima banda, iar altele, urmatoarele doua benzi. S-ar calca pe picioare”, au explicat sursele.
Berceanu a criticat, dar nu a schimbat
Chiar daca modificarea proiectului de catre fostul ministru Ludovic Orban a fost criticata de actualul ocupant al postului, Radu Berceanu, ministerul a pus-o în aplicare. “Am ales sa mergem pe aceasta directie pentru a câstiga timp, deoarece lucrarile la autostrada dureaza de prea mult timp. O noua modificare, prin anularea Hotarârii de Guvern semnate de fostul premier Calin Popescu Tariceanu, ar fi însemnat o noua întârziere”, a declarat pentru Gândul directorul Directiei infrastructura rutiera si concesiuni din cadrul Ministerului Transporturilor, Adrian Ionescu.
Berceanu a criticat în mai multe rânduri modificarea proiectului, pe motiv ca, oricâte benzi ar avea autostrada, la intrarea în oras se creeaza blocaje, pentru ca nu exista artere pe care sa se descarce traficul. “În loc sa stam la coada pe lung, o sa stam la coada pe lat”, a spus ministrul.
Ionescu a precizat ca au mai fost reduse costurile pe alte cai, prin renuntarea la doua noduri rutiere care nu faceau, deocamdata, legatura cu nici o artera de circulatie. Unul dintre acestea era proiectat chiar la Dumbrava, pâna unde autostrada se va largi la trei benzi. Aici urma sa se faca legatura cu viitoarea autostrada Ploiesti - Buzau - Focsani, pentru care însa nu exista pâna în momentul de fata posibilitati de finantare. În consecinta, nodul rutier cu pricina va fi construit atunci când vor fi bani pentru constructia acesteia.
Doar pâna la centura
Initial, si primul tronson, între Bucuresti si Moara Vlasiei, a fost proiectat la doua benzi, însa Ludovic Orban a decis schimbarea solutiei tehnice de la doua la trei benzi pe sens. Chiar daca a fost criticata de Berceanu, decizia a fost pusa în aplicare, tocmai pentru a nu mai întârzia lucrarile. Pe aceasta portiune lucreaza o asociere italiana formata din firmele Impressa Pizzarotti si Tirrena Scavi, valoarea contractului fiind de 152,8 milioane de euro.
Ulterior, Radu Berceanu a hotarât sa opreasca autostrada la Centura Bucurestilor, pentru ca exproprierile de terenuri în Capitala ar fi fost prea scumpe si nu ar mai fi ramas bani pentru constructia autostrazii propriu-zise. Potrivit asigurarilor date de ministru, autostrada va fi gata la finele anului viitor.

Primaria Ploiesti a dat în folosinta primele doua spatii publice cu internet wireless gratuit, dar, în lipsa unei semnalizari corespunzatoare, tinerii habar nu au de aceasta facilitate. Este cazul celor care locuiesc în imediata apropiere a magazinului Profi de pe strada Marasesti. “Am venit sa îmi plimb copilul în parc. Nu am stiut ca exista internet wireless gratuit. Diseara îmi voi lua si laptop-ul, ca sa ma conving. Ar fi trebuit sa puna cineva o placuta, ca sa stim si noi”, spune, sceptic, Dorin Mihailescu. Municipalitatea a anuntat ca va finaliza pâna la finele lunii alte doua zone wireless în parcul de la Sala Sporturilor si cel situat între Galeriile Comerciale si Casa de Cultura a Sindicatelor din centrul orasului.

Au asfaltat trotuarele de aici, însa strada a ramas la fel. E nesimtire curata. Toata zona e plina de gropi, unele dintre ele fiind facute chiar de cei care au asfaltat trotuarul”, ne-a marturisit Mircea Alexandru, un ploiestean de pe Bobâlna.
În cartierul ploiestean Mitica Apostol vor începe lucrari la reteaua de alimentare cu gaze. Aproximativ 60% din locuitorii de aici nu sunt racordati la gaze, însa primarul Andrei Volosevici sustine ca a încheiat un protocol cu Distrigazul. Decizia va fi supusa aprobarii în sedinta Consiliului Local Ploiesti programata la finele acestei luni.
“Am ajuns la o finalitate a protocolului de predare-primire pentru Mitica Apostol cu Distrigaz. Compania va prelua instalatia de gaze existenta si o va dezvolta”, a precizat primarul Ploiestiului, Andrei Volosevici.
Cele 200 de blocuri din Ploiesti care vor intra în programul de reabilitare termica vor fi desemnate pe 1 iulie, prin tragere la sorti.
Desemnarea blocurilor care vor intra în acest an în programul de reabilitare termica va avea loc în prima zi a lunii viitoare. Anuntul a fost facut de primarul Ploiestiului, Andrei Volosevici, care a mentionat ca doreste ca repartizarea sa fie facuta prin tragere la sorti, ca sa nu existe suspiciuni, si a invitat televiziunile locale sa difuzeze în direct evenimentul. Pentru ca Executivul si administratia locala vor suporta cheltuielile în totalitate, numarul ploiestenilor interesati a fost foarte mare, asa ca pâna acum au fost înscrise 1.050 de blocuri. Imediat dupa tragerea la sorti vor începe lucrarile de audit si de proiectare, pentru evaluarea cheltuielilor si contractarea firmelor care sa execute lucrarile. Tot în luna iulie, Primaria Ploiesti asteapta sa primeasca si fondurile necesare din partea Ministerului Dezvoltarii. “Miercuri, pe 1 iulie, e tragerea la sorti. Din momentul respectiv, vor intra în programul Oficiului Public Proiect pentru audit si proiectare. Preferam sa scoatem la licitatie câte 50 de blocuri, grupate pe cartiere. Astfel, vor fi patru firme care vor lucra pe loturi. Încercam sa evitam situatia de a avea o singura firma la toate, pentru ca sunt mai multe dezavantaje”, a declarat Andrei Volosevici, care a precizat ca este posibil ca lucrarile de izolare facute pe cont propriu de unii locatari sa fie pastrate: “Daca lucrarile respective corespund din punct de vedere tehnic, le preluam, altfel le dam jos”.

SECTIUNEA III
Uniunea Nationala a Notarilor Publici
Art. 27. - Notarii publici din Romania se constituie in Uniunea Nationala a Notarilor Publici, organizatie profesionala cu personalitate juridica, care isi alege un consiliu de conducere si alte organe stabilite prin statutul propriu.
Art. 28. - Consiliul Uniunii Nationale a Notarilor Publici este constituit din cate un reprezentant al fiecarei Camere a Notarilor Publici, din care se aleg presedintele si doi vicepresedinti, in conditiile stabilite prin statutul uniunii.
Consiliul uniunii are urmatoarele atributii:
a) propune ministrului justitiei numirea, suspendarea, revocarea ori incetarea calitatii de notar public;
b) propune ministrului justitiei numarul necesar al birourilor de notari publici si conditiile de desfasurare a examenelor de notari publici;
c) stabileste, cu aprobarea ministrului justitiei, onorariile minimale pentru serviciile prestate de notarii publici;
d) aproba cotele de contributie ale birourilor notarilor publici la Camera, precum si cele ale Camerelor la Uniunea Nationala a Notarilor Publici, potrivit statutului acesteia;
e) reprezinta Uniunea Nationala a Notarilor Publici in raporturile cu tertii, pe plan intern si international;
f) indeplineste alte atributii prevazute de lege sau de regulament.
Art. 29. - In cadrul Uniunii Nationale a Notarilor Publici se va organiza si va functiona o casa de asigurari pentru garantarea responsabilitatii civile a notarilor publici, cu personalitate juridica, in conditiile stabilite prin statut propriu, aprobat de Uniunea Nationala a Notarilor Publici.
CAPITOLUL IV
Drepturile si indatoririle notarilor publici
SECT,IUNEA I
Drepturile notarilor publici
Art. 30. - Notarii publici isi exercita personal profesiunea si se bucura de stabilitate in functie, neputand fi mutati in alta localitate fara acordul lor.
Art. 31. - Notarii publici nu pot fi cercetati, perchezitionati, retinuti, arestati sau trimisi in judecata penala sau contraventionala, fara avizul ministrului justitiei, pentru fapte savarsite in legatura cu exercitiul activitatilor profesionale.
Art. 32. - Notarii publici au dreptul la onorarii pentru fiecare serviciu prestat, in conformitate cu art. 28 alin. 2 lit. c).
Art. 33. - Notarul public are dreptul la concediu de odihna, in conditiile stabilite prin statut.
Art. 34. - Notarii publici beneficiaza de drepturile de asigurari sociale pe baza contributiei la sistemul asigurarilor sociale de stat, in conditiile legii.
Art. 35. - Exercitarea profesiei de notar public este incompatibila cu:
a) desfasurarea unei activitati salarizate, cu exceptia:
- activitatii didactice universitare;
- activitatii literare si publicistice;
- calitatii de deputat sau senator, ori a celei de consilier in consiliile judetene sau locale, pe durata mandatului;
b) desfasurarea unor activitati comerciale, direct sau prin persoane interpuse;
c) calitatea de asociat intr-o societate in nume colectiv, de asociat comanditat in societatile in comandita simpla sau pe actiuni, administrator al unei societati cu raspundere limitata, presedinte al unui consiliu de administratie, membru al consiliului de conducere, director general sau director al unei societati pe actiuni, administrator al unei societati civile.
SECT,IUNEA II
Indatoririle si raspunderile notarilor publici
Art. 36. - Notarii publici si personalul birourilor notariale au obligatia sa pastreze secretul profesional cu privire la actele si faptele despre care au luat cunostinta in cadrul activitatii lor, chiar si dupa incetarea functiei, cu exceptia cazurilor in care legea sau partile interesate ii elibereaza de aceasta obligatie.
Art. 37. - Notarul public nu poate absenta mai mult de 5 zile consecutiv, fara a asigura functionalitatea biroului sau, in conditiile legii.
In cazul nerespectarii dispozitiilor alin. 1, Camera Notarilor Publici poate delega, dupa caz, un alt notar public pentru indeplinirea atributiilor notarului public absent, in conditiile prevazute de statutul uniunii.
Art. 38. - Raspunderea civila a notarului public poate fi angajata, in conditiile legii civile, pentru incalcarea obligatiilor sale profesionale, atunci cand acesta a cauzat un prejudiciu.
Asigurarea de raspundere profesionala a notarului public se realizeaza prin casa de asigurari, constituita in acest scop.
Art. 39. - Raspunderea disciplinara a notarului public intervine pentru urmatoarele abateri:
a) intarziere sau neglijenta in efectuarea lucrarilor;
b) lipsa nejustificata de la birou;
c) nerespectarea secretului profesional;
d) comportament care aduce atingere onoarei sau probitatii profesionale.
Art. 40. - Actiunea disciplinara se exercita de Colegiul director si se judeca de Consiliul de disciplina.
Pentru suspendarea din functie sau excluderea din profesie este obligatorie o cercetare prealabila, care se efectueaza de catre Colegiul director.
Audierea celui in cauza este obligatorie, acesta fiind indreptatit sa ia cunostinta de continutul dosarului si sa-si formuleze apararea.
Consiliul de disciplina citeaza partile si pronunta o hotarare motivata, care se comunica acestora.
Impotriva hotararii partile pot face contestatie la Consiliul uniunii, in termen de 10 zile de la comunicare.
Hotararea Consiliului uniunii poate fi atacata la instanta judecatoreasca competenta, civila sau de contencios administrativ, dupa caz.
Hotararea definitiva se comunica si Ministerului Justitiei.
Procedura judecarii abaterilor disciplinare se stabileste prin regulament.
Art. 41. - Sanctiunile disciplinare se aplica in raport cu gravitatea faptelor si constau in:
a) observatie scrisa;
b) amenda de la 50.000 lei la 200.000 lei, care se face venit la bugetul Camerei Notarilor Publici. Neachitarea in termen de 30 de zile de la data ramanerii definitive a hotararii atrage suspendarea de drept a notarului public pana la achitarea sumei.
Hotararea definitiva constituie titlu executoriu;
c) suspendarea din functie pe o durata de maximum 6 luni;
d) excluderea din profesie.
Art. 42. - In cazul in care impotriva notarului public s-a luat masura arestarii preventive, ministrul justitiei, la propunerea Consiliului Uniunii Nationale a Notarilor Publici, va lua masura suspendarii din functie pana la solutionarea cauzei penale, potrivit legii.
Daca hotararea de condamnare a ramas definitiva si ea se refera la infractiunile prevazute de art. 23 lit. f) din lege, cu acea data ministrul justitiei dispune excluderea din profesie a notarului public condamnat.
Sigiliul, registrele si lucrarile notarului public suspendat sau exclus vor fi depuse la Camera Notarilor Publici, sub luare de dovada.
